HR Manager
PT Sandvik SMC is seeking an experienced HR Manager to lead the full spectrum of Human Resources for our operations supporting PT Freeport Indonesia. This role is based in Lowland with regular travel to Highland, reporting to the General Manager Lowland, and working in close coordination with the Territory Manager and HR Director - Sales Area (SA), SEA. Key Accountabilities / Responsibilities
Safety Culture Partnership : Promote a strong safety mindset and partner with EHS stakeholders to support compliance, training, and disciplined safe behaviors
Culture & Values Leadership : Act as a visible Sandvik culture champion – embedding Sandvik’s core values into leadership behaviors, people processes, and daily decision-making ; coach leaders to role-model the values and strengthen a consistent, high-integrity culture
HR Strategy & Business Partnership : Translate business needs into practical HR strategies and programs that attract, develop, engage, and retain a high-performing workforce across Lowland and Highland operations supporting PT Freeport Indonesia
Leadership & HR Service Delivery : Lead, coach, and develop the local HR team to deliver professional, responsive, and consistent HR services and governance
HR Generalist & HR Operations : Provide hands-on HR generalist support across the employee lifecycle, including HR administration, HRIS data quality, contracts, and reporting to ensure consistent, high-quality HR service delivery
Recruitment & Onboarding : Lead end-to-end recruitment for PT Sandvik SMC (manpower planning, sourcing, selection, offers) and ensure effective onboarding for new hires, supporting operational needs across Lowland and Highland
Payroll Coordination : Oversee and coordinate payroll inputs and verification to ensure accurate and timely payroll processing, statutory compliance, and effective resolution of employee payroll queries in partnership with relevant internal/external parties
Contract Management (Direct & Indirect Workforce) : Manage employment contract governance for both direct employees and indirect/third-party labor services (including contract set-up, renewals, extensions, and terminations). Partner closely with the Indirect Purchasing/Procurement Team to ensure contractual terms, supplier compliance, headcount controls, and documentation align with company policy, PT Freeport Indonesia operational requirements, and applicable regulations
HR Digitalization, Integrated Systems & Transparency : Develop and Lead the end-to- end digitalization of HR services, including implementing an HR ticketing/case management platform and employee self-service to improve response times, traceability, and transparency. Drive integration between HR tools and data sources (HRIS, recruitment, onboarding, learning, performance, attendance/payroll inputs, and survey platforms) to create a single integrated database (single source of truth), supported by data governance, role-based access, and dashboards for leaders and employees while protecting confidentiality
Industrial Relations & Employee Relations (IR/ER) : Lead IR/ER activities including union/works committee engagement (where applicable), grievance handling, investigations, disciplinary processes, and dispute prevention/resolution, ensuring fairness and strong documentation
Legal Compliance & HR Governance : Ensure full compliance with applicable labor regulations, maintain and update local HR policies and procedures, and implement global/regional HR initiatives in line with local legislative requirements and operational requirements of PT Freeport Indonesia
Talent, Performance & Capability Development: Drive performance management processes, talent development, learning initiatives, and leadership capability- building aligned with operational priorities, including development programs for Papuan employees
Community & Local Workforce Development : Build and maintain effective relationships with local/community stakeholders where relevant, and lead initiatives that strengthen local workforce capability - particularly supporting Papuan employee development, inclusion, and retention in alignment with site/community expectations
Rewards & Recognition : Manage rewards and recognition practices in line with company principles and market competitiveness to strengthen engagement and retention
Expatriate HR Management : Support the expatriate employee lifecycle (onboarding, mobility administration coordination, compliance documentation support, and employee experience) in alignment with company and local requirements
Requirements
Bachelor's degree (minimum)
Minimum 10 years progressive HR experience, including HR leadership/manager level exposure
Strong knowledge and hands-on experience in Industrial Relations and complex employee relations case management
Proven capability in HR compliance, policy governance, and multi-site HR support
Strong leadership, stakeholder management, and communication skills
Proficient in MS Office and comfortable working with HR systems/data
Fluent in English (mandatory) - written and spoken
Willingness to travel regularly to Highland while being based in Lowland
Strong analytical and critical-thinking capability, with confidence using HR data, trends, and root-cause analysis to drive practical decisions and measurable improvements.
Proven experience working in remote-area operations with potential high risk, within multicultural workforces and highly regulated environments ; able to maintain governance while remaining agile and people-centered
Familiarity with audit practices and management systems (e.g., ISO) and HR compliance audits ; relevant HR certification and/or internal auditor certification is preferred
Experience in mining, oil & gas, drilling, or similar heavy/heavy equipment industry environments is a strong advantage
