Key Performance Areas
Formulates the scope and objectives of the business requirement through research to develop or modify very complex systems. Performs all phases of applications systems analysis and design. Prepares detailed specifications from which programs will be written. Designs, codes, tests, and debugs moderately complex programs. Maintains and documents programs. Analyzes and revises system logic.
Essential Duties and Responsibilities
- Maintains an awareness of industry developments through conferences, technical papers,
patents, periodicals, and trade shows
- Participate in and provide technical direction for long term planning of the application and
- system development
- Prepares work instructions for other programmers/analysts
- Supervises activities of and guides lower-level programmers/analysts
- Prepare and or directs preparation of application or system layout architecture, including
- flowcharts, user manuals, and training material
- Plans and develops application test protocols
- Analyzes test data and reports to determine if applications meet functional and
- performance specifications
- Monitors the performance of applications and initiates corrective action when required
- Prepares and reviews patent disclosures and makes recommendations regarding the same to
- executive management
- Establishes application design and process standards
- Serves as a member of management committees on special projects
Additional requirements and competencies for the Programmer Analyst Position:
Ability to communicate effectively with all organizational levels. Ability to read and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries and complaints. Ability to write technical articles presenting unique or original thoughts or ideas. Ability to make effective speeches or presentations on complex topics to executive management, customers, public groups, and/or boards of directors. Be fluent in spoken and written English
Knowledge of several 3rd generation programming languages. Understanding of both
structured and object-oriented programming.
Can visualize complex systems, solve theoretical and practical problems, and
deal with a variety of variables in situations where little or no standardization exists. Have
the ability to formulate processes and procedures to accomplish specified tasks. Ability to
interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Other Skills and Abilities:
Can perform algebraic manipulation, set up and solve equations, and perform

Requirements for the “Phase-In” of New Employees:
During the 90-day probationary period,new employees will receive the technical training applicable to job training, Quality Systems familiarization in the Quality System Manual, appropriate Quality System Procedures (refer to Section 18, Training, of the QSPM) and applicable Department Operating Procedures. Initial familiarization received by the candidate in all relevant Quality System documentation shall
consist of a minimum of 2 hours total (combined classroom & reading).
Requirements for Maintaining the Required Qualifications:
The frequency and duration of subsequent Quality System familiarization (i.e., following a procedure review) shall depend upon the scope of the revisions/additions. The frequency and duration of subsequent training related to essential duties and responsibilities shall depend upon the scope of the revisions and/or additions to the job description and/or requirements.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily during a 90-day probationary period. The requirements listed are representative of the knowledge, skill, and/or ability required. A Bachelor's degree and/or five years of programming experience required. Possesses strong interpersonal and communication skills.
